(9) After the conclusion of the exhibition, commissioners shall return the exhibits to the exhibitors following proper procedures, deliver the catalog, certificate, medal, etc., to the exhibitors, and inform the exhibitors of the judges' comments and any opinions of the expert group (if any).
Article 15 Treatment of Commissioners
(1) The Organizing Committee shall provide commissioners with accommodation and meals during the exhibition, as well as necessary transportation.
(2) The Organizing Committee shall provide commissioners with an exhibition work badge, a copy of the exhibition catalog, a copy of the award catalog, a commissioner's certificate, and a medal.
(3) Commissioners are entitled to attend the opening ceremony, seminars, and other thematic events.
Article 16 Supervision of Commissioners
The Organizing Committee, the affiliated philatelic association, and the exhibitors all have the right to supervise the work of commissioners. For commissioners who fail to perform their duties due to subjective reasons, the ACPF may, depending on the severity of the circumstances, take the following actions:
(1) Require corrective action
(2) Suspend work duties
(3) Revoke commissioner status
Chapter VI Exhibit Judging Work
Article 17 Jury
(1) A national-level stamp exhibition shall establish a Jury, composed of jurors, apprentice jurors, and members of an expert group, responsible for judging the competitive exhibits. The Jury shall have a Chair, Vice-Chairs, a Secretary, and Team Leaders.
(2) Jurors must possess the qualification of National Jury Member for National-Level Stamp Exhibitions of the ACPF; members of the expert group are not required to have national-level jury qualifications but must have recognized expertise in philatelic authentication.
(3) To cultivate national-level jurors, each judging team may generally have no more than two apprentice jurors. One of the conditions for applying to become an apprentice juror is having achieved at least a Vermeil Medal at a national-level stamp exhibition or having worked in the philatelic field for more than 10 years.
(4) The Jury may, as needed, engage advisors.
(5) The number of Jury members shall generally follow the principle of one juror for every 40 frames on display, while also considering special requirements such as judging categories.
Article 18 Appointment Procedure for Jury Members
(1) Two months before the opening of the exhibition, the Meeting of Directors of the ACPF Philatelic Exhibition Committee shall, based on the scale and categories of the exhibition, propose a list of the Chair, Vice-Chairs, and members of the Jury, and submit it to the ACPF for review and appointment.
(2) The Meeting of Directors of the Philatelic Exhibition Committee shall, based on the approved list of Jury members and the categories and number of exhibits, determine the judging team groupings and the Team Leader for each judging team.
(3) Before the opening of the exhibition, the Organizing Committee shall announce the list of Jury members at an appropriate time.
Article 19 Duties and Qualifications for Serving as Chair, Secretary, Team Leader, and Head of Expert Group of the Jury
(1) Chair of the Jury
Main responsibilities: Responsible for the management of the Jury of the stamp exhibition; presiding over Jury meetings; handling issues during the judging process; evaluating apprentice jurors; issuing juror certificates; signing the jury report.
Qualifications: Familiar with the ACPF stamp exhibition regulations and the FIP General Regulations for Exhibitions, General Regulations for Judging, Special Regulations and Guidelines for Judging each class of exhibits; possess strong organizational, management, and coordination skills, able to preside over the Jury to independently complete the judging work; have served as Team Leader at least three times at national-level stamp exhibitions.
(2) Secretary
Main responsibilities: Verify whether exhibits comply with category and frame number requirements; draft the judging work plan; arrange for judging materials and corresponding equipment; assist the Chair of the Jury in organizing Jury meetings and managing the judging team; edit and review the exhibit catalog and award catalog; communicate with judging teams, expert groups, and commissioners; draft the jury report; upon completion of judging, transfer all documents and materials, including score sheets, expert group opinions, and apprentice juror evaluation forms, to the ACPF Exhibition Department.
Qualifications: Familiar with the ACPF stamp exhibition regulations and all provisions, as well as the FIP General Regulations for Exhibitions, General Regulations for Judging, Special Regulations and Guidelines for Judging each class of exhibits; possess strong organizational and management skills and good communication and coordination skills; have served as a full juror at least three times at national-level stamp exhibitions.
Apprentice Secretary: Selected by the ACPF Philatelic Exhibition Committee from among jurors who meet the qualifications for serving as Secretary, to serve as Apprentice Secretary at a designated national-level stamp exhibition. After completing the apprenticeship, the first appointment as Secretary can only be at a specialized national exhibition or a thematic national exhibition.
(3) Team Leader
Main responsibilities: Complete the judging of all exhibits in the team according to the judging schedule; manage the jurors in the team during the judging process, ensuring that all team members participate in the judging work; provide judging training for and independently evaluate the scores of the apprentice jurors in the team; sign the score sheets for all exhibits in the team.
Qualifications: Familiar with the ACPF stamp exhibition regulations and the FIP General Regulations for Exhibitions, General Regulations for Judging, and the Special Regulations and Guidelines for Judging for the judging category they are responsible for; possess a high level of judging expertise and strong team management skills, able to lead a team to independently complete the judging work; have served as a full juror at least three times at national-level stamp exhibitions.
Apprentice Team Leader: Selected by the ACPF Philatelic Exhibition Committee from among jurors who meet the qualifications for serving as Team Leader, to serve as Apprentice Team Leader at a designated national-level stamp exhibition. After completing the apprenticeship, the first appointment as Team Leader can only be at a specialized national exhibition or a thematic national exhibition.
(4) Head of Expert Group
Main responsibilities: Complete the work of the expert group according to the exhibition judging schedule and the responsibilities of the expert group as stipulated in these regulations; manage the members of the expert group during the judging process; coordinate with the Judging Secretary to process applications submitted by judging teams for on-the-frame inspections; report the conclusions of the expert group to the Jury for reference in determining the scores of relevant exhibits; sign the expert group report.
Qualifications: Familiar with the ACPF stamp exhibition regulations and all relevant FIP exhibition regulations; possess team management skills and be familiar with the work requirements of the expert group; have extensive philatelic knowledge and strong philatelic authentication skills; have served as a full juror at least twice at national-level stamp exhibitions and have served once on an expert group.
Apprentice Head of Expert Group: Selected by the ACPF Philatelic Exhibition Committee from among jurors who meet the qualifications for serving as Head of Expert Group, to serve as Apprentice Head of Expert Group at a designated national-level stamp exhibition. After completing the apprenticeship, the first appointment as Head of Expert Group can only be at a specialized national exhibition or a thematic national exhibition.
Article 20 Responsibilities and Working Procedures of the Jury
(1) The Jury shall begin its work on the arrival date of the exhibition. The Chair of the Jury may first convene a preparatory meeting attended by the Vice-Chairs, Team Leaders, Head of Expert Group, and Secretary, followed by the first plenary session of all jurors to assign the judging work.
(2) Jurors inspect the exhibits and carry out the judging work.
(3) At the second plenary session of all jurors, each judging team shall report on its judging progress and scoring status.
(4) At the third plenary session of all jurors, each judging team may confirm results of Large Vermeil and below, provided there are no objections from other teams. If jurors have objections to the judging results of other teams, they shall raise them at the plenary session. Results of Large Vermeil and below shall be addressed and handled by the team responsible for the judging, while results of Gold and above shall be reviewed and handled by a special team organized by the Chair of the Jury.
(5) The Chair of the Jury shall convene a special meeting attended by the Vice-Chairs, Team Leaders, Head of Expert Group, and Secretary to review and confirm awards of Gold and above, review disputed exhibit results, and determine the list of exhibits to receive Special Prizes and Congratulatory Mentions.
(6) Any matter involving a change of exhibit name, adjustment of category, on-the-frame inspection, or adjustment of results requires the Team Leader to complete an application form, sign it, and submit it to the Secretary.
