Chapter I General Provisions

Article 1 Purpose
Organizing philatelic exhibitions (hereinafter referred to as "exhibitions") is an important means of enhancing philatelic standards, disseminating philatelic culture, and promoting the development of philately with Chinese characteristics. The purposes are: to promote the core socialist values and advance philatelic culture; to popularize philatelic knowledge and comprehensively improve philatelic standards; to enrich the cultural life of the people; to foster the development of socialist spiritual civilization and postal services; and to facilitate international philatelic cultural exchange.

Article 2 Scope of Application
National-level philatelic exhibitions (referred to as "national exhibitions" or "national stamp exhibitions") organized by the All-China Philatelic Federation (hereinafter referred to as "ACPF") mainly include: comprehensive national philatelic exhibitions (referred to as "comprehensive national exhibitions"), specialized national philatelic exhibitions (referred to as "specialized national exhibitions"), and thematic national philatelic exhibitions (referred to as "thematic national exhibitions").

Chapter II Exhibition Organizing Committee

Article 3 Composition of the Organizing Committee
(1) A national-level philatelic exhibition shall establish an Organizing Committee (hereinafter referred to as the "Organizing Committee") with overall responsibility for the organization and implementation of the exhibition.
(2) The Organizing Committee shall be composed primarily of representatives from the host, organizer, co-organizers, and other relevant entities.
(3) The Organizing Committee shall have a Chair, Vice-Chairs, and a number of Committee Members.
(4) Relevant working bodies may be established as needed.

Article 4 Responsibilities of the Organizing Committee
(1) Responsible for formulating and implementing plans for exhibition design, opening and closing ceremonies, awards ceremony, thematic events, installation and dismantling, venue management, and reception services.
(2) Formulating and promulgating the exhibition's special regulations and related documents.
(3) Approving the members of the Jury, the commissioners, and the list of award-winning exhibits.
(4) Convening meetings to study and address exhibition-related matters.
(5) Inspecting and ensuring the implementation of all work.

Chapter III Exhibition Scale, Duration, Categories, and Awards

Article 5 Exhibition Scale and Duration
(1) Comprehensive national exhibitions shall generally be held every two years, with a scale of no fewer than 800 frames and a duration of no fewer than four days.
(2) Specialized national exhibitions may be held at appropriate times, with a scale of no fewer than 200 frames and a duration of no fewer than three days.
(3) Thematic national exhibitions shall be held in conjunction with major thematic events at appropriate times, with a scale of no fewer than 200 frames and a duration of no fewer than three days.

Article 6 Exhibition Categories

Comprehensive national exhibitions shall generally include all the exhibition categories prescribed in these regulations; specialized national exhibitions shall include only one or several of the categories prescribed in these regulations; thematic national exhibitions may include all the categories prescribed in these regulations.

(1) Competitive Categories

One-Frame Exhibits
Modern Philately
Open Philately
First Day Cover Philately

The development of new philatelic exhibit categories is encouraged. New categories will be included in the Experimental Philately class, and the relevant regulations shall be formulated by the Philatelic Exhibition Committee.

To encourage more members to participate, the exhibition shall include no less than 15% of its total frames as first-time exhibits. To encourage youth participation, no less than 5% of the total frames shall be allocated to the Youth Philately class.

(2) Non-Competitive Categories
The Organizing Committee may, as needed, display non-competitive exhibits such as Honor, Invitational, Official, and Jury classes. The specific categories shall be stipulated in the exhibition's special regulations.

Article 7 Exhibit Award Levels
(1) Award Levels and Corresponding Scores

Large Gold Medal – 90 points and above
Gold Medal – 85–89 points
Large Vermeil Medal – 80–84 points
Vermeil Medal – 75–79 points
Large Silver Medal – 70–74 points
Silver Medal – 65–69 points
Silver Bronze Medal – 60–64 points
Bronze Medal – 55–59 points
(2) Award Levels and Prizes

The highest award level for Youth Philately Class Group A (ages 10–15) and Group B (ages 16–18) is the Large Vermeil Medal; for Group C (ages 19–21), the highest award level is the Gold Medal.
One-Frame Exhibits have four award levels:

One-Frame Gold Medal (85 points and above)
One-Frame Vermeil Medal (75–84 points)
One-Frame Silver Medal (65–74 points)
One-Frame Bronze Medal (55–64 points)
The award levels for the Experimental Philately class shall be implemented according to the exhibition's special regulations.
Award winners shall receive a certificate of award and, as stipulated in the exhibition's special regulations, a medal.
Exhibits that have won the Large Gold Medal three times at national exhibitions and are subsequently displayed in the Honor class shall receive a certificate and medal equivalent to the Large Gold Medal.
Non-winners shall receive a certificate of participation.
Article 8 Special Prizes and Congratulatory Mentions
(1) The exhibition may establish Special Prizes, awarded by the Jury to exhibits that demonstrate originality and outstanding characteristics and have achieved a Large Vermeil Medal or higher. Government departments, enterprises, institutions, social organizations, and distinguished individuals may donate Special Prizes. The establishment and acceptance of Special Prizes shall be decided by the Organizing Committee. Special Prize awards shall be cultural or artistic handicrafts.
(2) The Jury may award a Congratulatory Mention to exhibits demonstrating a high level of philatelic research or originality. Each exhibit may receive only one Congratulatory Mention.

Chapter IV Exhibitors, Exhibit Requirements, and Eligibility

Article 9 Exhibitors
(1) Exhibitor Requirements

Exhibitors must hold the nationality of the People's Republic of China and be members of the ACPF (with the exception of invited exhibitors).
There are no restrictions based on age (except for Youth Philately class exhibitors), ethnicity, occupation, gender, or religious belief.
(2) Exhibitor Rights

Exhibitors may use a pseudonym to exhibit (except in the Youth class), but must disclose their real name to the Organizing Committee at the time of registration.
Exhibitors may withdraw their application for exhibition before receiving confirmation from the Organizing Committee that their exhibit has been accepted.
The Organizing Committee shall provide each exhibitor with one admission pass for the duration of the exhibition, one copy of the exhibition catalog, and one copy of the award catalog.
Exhibitors may participate in national-level stamp exhibitions organized by other countries (regions), but must report such participation to their respective provincial-level philatelic association before the exhibition. The provincial-level association shall then report it to the ACPF Exhibition Department for record-keeping. After the conclusion of the exhibition, the exhibitor shall submit to the ACPF copies of the exhibition catalog, award catalog, and award certificate for filing. Upon approval, such participation shall be recognized as equivalent to achieving the corresponding result at a national-level stamp exhibition.
(3) Exhibitor Obligations

Report their true name to the Organizing Committee.
Comply with these regulations and the exhibition's special regulations.
Once officially notified by the Organizing Committee that their exhibit has been accepted, they shall not withdraw their application without justifiable cause.
Pay the participation fee as stipulated in the exhibition's special regulations.
Deliver their exhibit to the commissioner at the specified time and in the required manner, and provide a scanned electronic copy of the exhibit identical to the physical exhibit.
Abide by the jury's judging results.
(4) Exhibitor Penalties

Exhibitors who fail to show up without justifiable cause after receiving confirmation from the Organizing Committee shall be prohibited from participating in national-level stamp exhibitions for two years. During this period, their results achieved at overseas national-level exhibitions will not be recognized.
Exhibitors who intentionally conceal their real name or the duration of their ownership of the exhibit in the application, or youth exhibitors who falsify their date of birth, shall be disqualified from judging or have their award results revoked.
Exhibitors who refuse to accept the award presented by the Jury shall be prohibited from participating in national-level stamp exhibitions for three years. During this period, their results achieved at overseas national-level exhibitions will not be recognized.
Article 10 Exhibit Requirements
(1) Exhibitors must have ownership of the exhibit they submit. If the exhibit was gifted or purchased from another party, the exhibitor must have owned the exhibit for at least two years and have modified it before it may be submitted. Such exhibits shall be regarded as new exhibits.
(2) The materials used in an exhibit must comply with the exhibition regulations and the relevant special regulations and guidelines for each respective category.
(3) Inappropriate materials shall not be exhibited.
(4) The explanatory text on exhibits must be in Simplified Chinese.
(5) Except for One-Frame Exhibits and Youth Philately class exhibits, exhibits shall consist of 5 frames. Exhibits that have won a Large Vermeil Medal or higher at a national-level stamp exhibition may be exhibited with 5-8 frames when submitted again within four years; after four years, such exhibits must be exhibited with 8 frames.
(6) Requirements regarding page size, color, thickness of materials, etc., shall refer to the relevant regulations of the Fédération Internationale de Philatélie (FIP) and shall be implemented according to the exhibition's special regulations.
(7) Exhibits shall be displayed in protective mounts.
(8) Exhibitors may indicate the rarity of materials but shall not indicate prices. If necessary, exhibitors shall provide certificates of authenticity for relevant materials to the Jury.

Article 11 Eligibility
(1) Exhibits that have won a Vermeil Medal or higher at a provincial-level stamp exhibition are eligible to apply for participation in a national-level stamp exhibition, except for literature exhibits and as otherwise stipulated in the exhibition's special regulations.
(2) Exhibitors shall apply to participate in the national exhibition through the commissioner of their affiliated provincial-level association designated by the Organizing Committee. The Organizing Committee does not accept individual applications directly from exhibitors.
(3) The decision of the Organizing Committee to accept an exhibit shall be communicated to the exhibitor by the commissioner of their affiliated provincial-level association.
(4) Exhibits that have won the Large Gold Medal three times at national-level stamp exhibitions may no longer participate competitively in national-level stamp exhibitions and shall instead be displayed in the Honor class.
(5) Upon acceptance of an invitation, non-competitive exhibits shall comply with the exhibition's special regulations, strictly follow the exhibit handover procedures, cooperate with the commissioner in installation, and remain on display for the full duration of the exhibition.
(6) When submitting exhibits, the commissioner shall provide the scanned electronic copy of the exhibit (identical to the physical exhibit) submitted by the exhibitor to the ACPF Exhibition Department for record-keeping.

Chapter V Exhibit Collection Work

Article 12 Qualifications for Commissioners
(1) Must love the motherland, support the leadership of the Chinese Communist Party, and abide by the Constitution and laws.
(2) Must have good character, a strong sense of responsibility, be in good health, and generally not exceed 65 years of age.
(3) Must possess a certain level of philatelic expertise and have a basic understanding of the main characteristics and distinctions of the various exhibit categories.
(4) Must be familiar with the workflow and relevant requirements for exhibit collection and understand these regulations.

Article 13 Appointment of Commissioners
(1) A national-level stamp exhibition shall have one Chief Commissioner, several Deputy Chief Commissioners, and Commissioners.
(2) One Chief Commissioner and several Deputy Chief Commissioners shall be appointed by the ACPF or the Organizing Committee.
(3) Commissioners shall be recommended by the provincial, autonomous region, and municipal philatelic associations and national industry philatelic associations. Under special circumstances, nominations may be made by the ACPF Philatelic Exhibition Committee.
(4) Appointment as a commissioner must be approved by the ACPF. The Organizing Committee shall issue a certificate of appointment.
(5) If a commissioner is unable to perform their duties, the philatelic association that nominated them shall request a replacement.
(6) In principle, each participating provincial-level philatelic association shall have one commissioner. When an association has 30 frames or more on display, it may request the Chief Commissioner to appoint an additional assistant commissioner for each 30 frames. Assistant commissioners shall be managed on the same basis as commissioners.

Article 14 Responsibilities of Commissioners
(1) The Chief Commissioner shall be responsible for the organization and collection of exhibits nationwide, the management of commissioners, exhibition layout planning, and other related work, and shall coordinate with the Organizing Committee and the Jury on relevant matters. Deputy Chief Commissioners shall assist the Chief Commissioner.
(2) Commissioners shall be responsible for completing all collection tasks assigned by the ACPF, issuing relevant documents and notices on time as required, and submitting exhibition materials.
(3) Commissioners shall accept exhibit applications from members of their respective associations, inform them of the exhibition's special regulations, and answer inquiries.
(4) Commissioners shall verify, in accordance with the exhibition's special regulations, the applicant's name, age, exhibit category, and previous awards received by the exhibit, with special attention to screening out materials that are inappropriate for exhibition.
(5) Upon receipt of confirmation from the Organizing Committee that an exhibit has been accepted, commissioners shall urge the exhibitor to prepare the exhibit on time, complete the handover procedures with the exhibitor, and deliver the exhibit to the exhibition venue on time.
(6) Commissioners bear primary responsibility for the safety of exhibits during transportation and shall strictly follow handover procedures including counting and signing. They shall mount and dismantle exhibits according to uniform regulations. Under special circumstances, commissioners must submit a request to the Chief Commissioner in advance and may proceed only after receiving approval.
(7) Commissioners shall collect the participation fees from exhibitors and deliver them to the Organizing Committee.
(8) During the exhibition, commissioners shall cooperate with the Jury in any on-the-frame inspection of relevant exhibits, carefully record and convey the judges' comments on the exhibits, and have the obligation to introduce the exhibits from their respective associations to visitors.

(9) After the conclusion of the exhibition, commissioners shall return the exhibits to the exhibitors following proper procedures, deliver the catalog, certificate, medal, etc., to the exhibitors, and inform the exhibitors of the judges' comments and any opinions of the expert group (if any).

Article 15 Treatment of Commissioners
(1) The Organizing Committee shall provide commissioners with accommodation and meals during the exhibition, as well as necessary transportation.
(2) The Organizing Committee shall provide commissioners with an exhibition work badge, a copy of the exhibition catalog, a copy of the award catalog, a commissioner's certificate, and a medal.
(3) Commissioners are entitled to attend the opening ceremony, seminars, and other thematic events.

Article 16 Supervision of Commissioners
The Organizing Committee, the affiliated philatelic association, and the exhibitors all have the right to supervise the work of commissioners. For commissioners who fail to perform their duties due to subjective reasons, the ACPF may, depending on the severity of the circumstances, take the following actions:
(1) Require corrective action
(2) Suspend work duties
(3) Revoke commissioner status

Chapter VI Exhibit Judging Work

Article 17 Jury
(1) A national-level stamp exhibition shall establish a Jury, composed of jurors, apprentice jurors, and members of an expert group, responsible for judging the competitive exhibits. The Jury shall have a Chair, Vice-Chairs, a Secretary, and Team Leaders.
(2) Jurors must possess the qualification of National Jury Member for National-Level Stamp Exhibitions of the ACPF; members of the expert group are not required to have national-level jury qualifications but must have recognized expertise in philatelic authentication.
(3) To cultivate national-level jurors, each judging team may generally have no more than two apprentice jurors. One of the conditions for applying to become an apprentice juror is having achieved at least a Vermeil Medal at a national-level stamp exhibition or having worked in the philatelic field for more than 10 years.
(4) The Jury may, as needed, engage advisors.
(5) The number of Jury members shall generally follow the principle of one juror for every 40 frames on display, while also considering special requirements such as judging categories.

Article 18 Appointment Procedure for Jury Members
(1) Two months before the opening of the exhibition, the Meeting of Directors of the ACPF Philatelic Exhibition Committee shall, based on the scale and categories of the exhibition, propose a list of the Chair, Vice-Chairs, and members of the Jury, and submit it to the ACPF for review and appointment.
(2) The Meeting of Directors of the Philatelic Exhibition Committee shall, based on the approved list of Jury members and the categories and number of exhibits, determine the judging team groupings and the Team Leader for each judging team.
(3) Before the opening of the exhibition, the Organizing Committee shall announce the list of Jury members at an appropriate time.

Article 19 Duties and Qualifications for Serving as Chair, Secretary, Team Leader, and Head of Expert Group of the Jury

(1) Chair of the Jury

Main responsibilities: Responsible for the management of the Jury of the stamp exhibition; presiding over Jury meetings; handling issues during the judging process; evaluating apprentice jurors; issuing juror certificates; signing the jury report.
Qualifications: Familiar with the ACPF stamp exhibition regulations and the FIP General Regulations for Exhibitions, General Regulations for Judging, Special Regulations and Guidelines for Judging each class of exhibits; possess strong organizational, management, and coordination skills, able to preside over the Jury to independently complete the judging work; have served as Team Leader at least three times at national-level stamp exhibitions.
(2) Secretary

Main responsibilities: Verify whether exhibits comply with category and frame number requirements; draft the judging work plan; arrange for judging materials and corresponding equipment; assist the Chair of the Jury in organizing Jury meetings and managing the judging team; edit and review the exhibit catalog and award catalog; communicate with judging teams, expert groups, and commissioners; draft the jury report; upon completion of judging, transfer all documents and materials, including score sheets, expert group opinions, and apprentice juror evaluation forms, to the ACPF Exhibition Department.
Qualifications: Familiar with the ACPF stamp exhibition regulations and all provisions, as well as the FIP General Regulations for Exhibitions, General Regulations for Judging, Special Regulations and Guidelines for Judging each class of exhibits; possess strong organizational and management skills and good communication and coordination skills; have served as a full juror at least three times at national-level stamp exhibitions.
Apprentice Secretary: Selected by the ACPF Philatelic Exhibition Committee from among jurors who meet the qualifications for serving as Secretary, to serve as Apprentice Secretary at a designated national-level stamp exhibition. After completing the apprenticeship, the first appointment as Secretary can only be at a specialized national exhibition or a thematic national exhibition.
(3) Team Leader

Main responsibilities: Complete the judging of all exhibits in the team according to the judging schedule; manage the jurors in the team during the judging process, ensuring that all team members participate in the judging work; provide judging training for and independently evaluate the scores of the apprentice jurors in the team; sign the score sheets for all exhibits in the team.
Qualifications: Familiar with the ACPF stamp exhibition regulations and the FIP General Regulations for Exhibitions, General Regulations for Judging, and the Special Regulations and Guidelines for Judging for the judging category they are responsible for; possess a high level of judging expertise and strong team management skills, able to lead a team to independently complete the judging work; have served as a full juror at least three times at national-level stamp exhibitions.
Apprentice Team Leader: Selected by the ACPF Philatelic Exhibition Committee from among jurors who meet the qualifications for serving as Team Leader, to serve as Apprentice Team Leader at a designated national-level stamp exhibition. After completing the apprenticeship, the first appointment as Team Leader can only be at a specialized national exhibition or a thematic national exhibition.
(4) Head of Expert Group

Main responsibilities: Complete the work of the expert group according to the exhibition judging schedule and the responsibilities of the expert group as stipulated in these regulations; manage the members of the expert group during the judging process; coordinate with the Judging Secretary to process applications submitted by judging teams for on-the-frame inspections; report the conclusions of the expert group to the Jury for reference in determining the scores of relevant exhibits; sign the expert group report.
Qualifications: Familiar with the ACPF stamp exhibition regulations and all relevant FIP exhibition regulations; possess team management skills and be familiar with the work requirements of the expert group; have extensive philatelic knowledge and strong philatelic authentication skills; have served as a full juror at least twice at national-level stamp exhibitions and have served once on an expert group.
Apprentice Head of Expert Group: Selected by the ACPF Philatelic Exhibition Committee from among jurors who meet the qualifications for serving as Head of Expert Group, to serve as Apprentice Head of Expert Group at a designated national-level stamp exhibition. After completing the apprenticeship, the first appointment as Head of Expert Group can only be at a specialized national exhibition or a thematic national exhibition.

Article 20 Responsibilities and Working Procedures of the Jury
(1) The Jury shall begin its work on the arrival date of the exhibition. The Chair of the Jury may first convene a preparatory meeting attended by the Vice-Chairs, Team Leaders, Head of Expert Group, and Secretary, followed by the first plenary session of all jurors to assign the judging work.
(2) Jurors inspect the exhibits and carry out the judging work.
(3) At the second plenary session of all jurors, each judging team shall report on its judging progress and scoring status.
(4) At the third plenary session of all jurors, each judging team may confirm results of Large Vermeil and below, provided there are no objections from other teams. If jurors have objections to the judging results of other teams, they shall raise them at the plenary session. Results of Large Vermeil and below shall be addressed and handled by the team responsible for the judging, while results of Gold and above shall be reviewed and handled by a special team organized by the Chair of the Jury.
(5) The Chair of the Jury shall convene a special meeting attended by the Vice-Chairs, Team Leaders, Head of Expert Group, and Secretary to review and confirm awards of Gold and above, review disputed exhibit results, and determine the list of exhibits to receive Special Prizes and Congratulatory Mentions.
(6) Any matter involving a change of exhibit name, adjustment of category, on-the-frame inspection, or adjustment of results requires the Team Leader to complete an application form, sign it, and submit it to the Secretary.

(7) The Jury has the authority to adjust the category of an exhibit in accordance with the regulations and to dispose of exhibits that have been mounted but do not comply with the regulations.
(8) Each Team Leader shall sign each page of the final confirmed score sheet for the team and submit it to the Secretary. If the team has apprentice jurors, the Team Leader shall provide written comments on the apprentice juror evaluation form and submit it to the Chair of the Jury.
(9) The results determined by the Jury are final.
(10) The Jury is responsible for submitting the jury report and the expert group report.
(11) After the exhibition results are announced, the Jury shall organize jurors and apprentice jurors to provide comments to the exhibit authors or commissioners.
(12) After the conclusion of the exhibition, the Jury shall be responsible for organizing all documents related to the exhibition work and transferring them to the ACPF Exhibition Department for archiving.

Article 21 Responsibilities of the Expert Group
(1) The expert group shall inspect all exhibits on display and check at least 10% of the exhibits, with a particular focus on verifying exhibits that have achieved Gold or above. For exhibits that judging teams have questions about, the expert group shall also inspect them one by one. The expert group shall submit a complete work report to the Chair of the Jury.
(2) The expert group has the authority to request that materials be removed from frames for inspection, and the commissioner responsible for the relevant exhibit must be present to cooperate.
(3) If the expert group discovers that an exhibit contains materials such as forgeries, altered items, repaired items, or philatelic items with incorrect markings, it shall truthfully report this to the Jury and propose a course of action, and the Jury shall discuss and decide whether the exhibit should be penalized, downgraded, or disqualified from judging.
(4) Materials confirmed by the expert group to be forgeries, altered items, or otherwise unsuitable for re‑exhibition shall be photocopied or scanned, and the copies/ scans shall be retained in the archives of the ACPF Exhibition Department. For philatelic items for which exhibitors are required to provide a certificate of authenticity when re‑exhibiting, photocopies or scans shall be retained for future comparison at subsequent exhibitions.

Article 22 Scoring Items and Criteria
(1) The scoring items and criteria shall refer to the scoring items and criteria of the FIP Regulations for Judging Competitive Exhibits, including:

Treatment (20 points) and Philatelic Importance (10 points);
Philatelic and related knowledge, personal study and research (35 points);
Condition (10 points) and Rarity (20 points);
Presentation (5 points).
(2) The scoring items and criteria for Thematic, Youth, Philatelic Literature, Modern Philately, Open Philately, and One-Frame Exhibits shall refer to the relevant FIP Special Regulations for Judging and Guidelines for those categories.
(3) The scoring items and criteria for Experimental Philately class exhibits shall be implemented according to the relevant ACPF regulations or the exhibition's special regulations.
Article 23 Work Discipline of the Jury
(1) Members of the Jury must always maintain confidentiality regarding the judging process and shall not disclose the judging results in advance.
(2) During the judging period, the following eight judging disciplines must be observed:

Not accept gifts from exhibit authors;
Not accept banquet invitations from exhibit authors;
Not judge exhibits that they participated in compiling (writing);
Not judge exhibits of immediate family members;
Not lobby for award levels for exhibits;
Not disclose judging secrets;
Not go to the sales area to purchase philatelic items;
Not be late, leave early, or leave the judging post without authorization.
(3) For serious violations of the above provisions, the juror's work shall be immediately terminated and the juror shall be suspended from judging for two years.
Article 24 Working Conditions and Treatment of the Jury
(1) Round-trip transportation costs from the juror's place of residence (excluding apprentice jurors) within China to the exhibition venue may be reimbursed according to the prescribed standards; accommodation and meals during the exhibition and necessary transportation shall be provided.
(2) Necessary conditions for entering and exiting the exhibition hall shall be guaranteed; independent office space, necessary office equipment, and judging supplies shall be provided.
(3) Work badge, two copies of the exhibition catalog, two copies of the award catalog, juror certificate, and medal.
(4) Eligibility to attend the opening ceremony, seminars, and other thematic events.

Chapter VII Handling of Prohibited Exhibit Materials

Article 25 Thorough Review of Exhibits to Ensure Correct Direction of the Exhibition
(1) The specific content of prohibited exhibit materials shall be subject to the relevant provisions of the ACPF.
(2) Handling of prohibited exhibit materials:

Commissioners shall conduct a pre-review. Any materials prohibited from being exhibited shall not be accepted.
After the installation of the exhibition is completed, relevant personnel shall be organized to inspect the floor. Depending on the circumstances, the pages containing prohibited exhibit materials shall be removed or covered. Exhibits with serious problems shall be removed and their eligibility to participate shall be revoked.
In the case of materials that cannot be clearly defined as prohibited or that are disputed, the matter shall be promptly reported to or instructions sought from the relevant departments.
Strict confidentiality discipline shall be maintained. Information related to the study and handling of the above issues shall be discussed and transmitted as required and shall not be publicly disclosed or disseminated without authorization.
Chapter VIII Supplementary Provisions

Article 26
The right to interpret these regulations resides with the ACPF Philatelic Exhibition Committee.

Article 27
Provincial, autonomous region, and municipal philatelic associations and national industry philatelic associations may refer to these regulations when formulating their own provincial-level stamp exhibition regulations.

Article 28
Exhibit results achieved prior to the implementation of the 2026 revised version of these regulations shall not be automatically adjusted as a result of the revision of these regulations.

Article 29
These regulations were reviewed and approved at the 3rd President's Office Meeting of the 9th Council of the ACPF on April 14, 2026, and came into effect on the same date.

第一章 总则
第一条 宗旨
举办集邮展览(简称邮展)是提高集邮水平、传播集邮文化、推动中国特色集邮事业发展的重要途径。其宗旨为:弘扬社会主义核心价值观,促进集邮文化事业发展;普及集邮知识,全面提高集邮水平;丰富人民群众文化生活;促进社会主义精神文明建设和邮政事业发展;促进国际集邮文化交流。

第二条 适用范围
中华全国集邮联合会(简称全国集邮联)主办的国家级集邮展览(简称国家级邮展或全国邮展),主要包括:综合性国家级集邮展览(简称综合性国展),专项性国家级集邮展览(简称专项性国展),以及主题性全国集邮展览(简称主题性国展)。

第二章 邮展组织委员会
第三条 邮展组织委员会的组成
(一)国家级邮展应当成立邮展组织委员会(简称组委会),全面负责邮展的组织与实施。
(二)组委会主要由主办、承办、协办等相关单位人员组成。
(三)组委会设主任、副主任、委员若干名。
(四)根据工作需要可设立相关办事机构。

第四条 组委会的职责
(一)负责制定实施邮展展陈设计、开闭幕式、颁奖会、主题活动、布展撤展、展场管理、会务接待等方案。
(二)制定和颁布邮展特别规则及相关文件资料。
(三)审定邮展评审委员会成员、征集员及展品获奖名单。
(四)召集会议,研究处理邮展事项。
(五)检查落实各项工作。

第三章 展览规模、展期、类别、奖级
第五条 展览规模、展期
(一)综合性国展原则上每两年举办一次,规模不少于800框,展览时间不少于4天。
(二)专项性国展可适时举办,规模不少于200框,展览时间不少于3天。
(三)主题性国展配合重大主题活动适时举办,规模不少于200框,展览时间不少于3天。

第六条 展览类别

综合性国家级邮展所设类别一般应包括本规则规定的所有展览类别;专项性国家级邮展所设类别只包括本规则规定的某项或某几项展览类别;主题性全国邮展可包括本规则规定的所有展览类别。
(一)竞赛性类别
1.传统集邮类
2.邮政历史类
3.邮政用品类
4.航空集邮类
5.航天集邮类
6.专题集邮类
7.极限集邮类
8.印花税票类
9.集邮文献类
10.青少年集邮类
11.图画明信片类
12.一框集邮展品
13.现代集邮展品
14.开放集邮展品
15.首日封集邮类
16.试验集邮类
鼓励发展新的集邮展品类别,新类别将列入试验集邮类,相关规则由邮展委员会研究拟定。
为吸引更多的会员参展,邮展应展出不少于总规模15%的首次参展展品。为鼓励青少年参展,应展出不少于总规模5%的青少年集邮类展品。

(二)非竞赛性类别
组委会可根据需要展出荣誉类、特邀类、官方类、评审员类等非竞赛性展品,具体类别在邮展特别规则中予以规定。
第七条 展品奖级
(一)展品奖级及对应分数
1.大金奖           90分及以上
2.金奖             85-89分
3.大镀金奖         80-84分
4.镀金奖           75-79分
5.大银奖           70-74分
6.银奖             65-69分
7.镀银奖           60-64分
8.铜奖             55-59分
(二)奖级及奖品
1.青少年集邮类A组(10-15岁)、B组(16-18岁)展品最高奖级为大镀金奖,C组(19-21岁)最高奖级为金奖。
2.一框集邮展品设四个奖级:
一框金奖(85分及以上)
一框镀金奖(75分-84分)
一框银奖(65分-74分)
一框铜奖(55分-64分)。
3.试验集邮类奖级按邮展特别规则执行。
4.对获奖者颁发获奖证书,并按邮展特别规则颁发奖牌。
5.三次获得国家级邮展大金奖而参加荣誉类展出的展品,可获得与大金奖相同的证书和奖牌。
6.对未获奖者颁发参展证书。
第八条 特别奖及祝贺
(一)邮展可设特别奖,由评审委员会授予具有独创性、特色突出并获得大镀金奖(含)以上的展品。政府部门、企事业单位、社会团体、知名人士均可捐赠特别奖,特别奖的设置和接受由组委会决定。特别奖的奖品应是文化工艺品。
(二)评审委员会可对集邮研究水平较高或有独创性的展品予以祝贺。每部展品只能获得一次祝贺。

第四章 参展者、展品要求、参展资格
第九条 参展者
(一)参展者条件
1.参展者应具有中华人民共和国国籍且为全国集邮联会员(特邀参展者除外)。
2.参展者无年龄(青少年集邮类参展者除外)、民族、职业、性别、宗教信仰等方面的限制。       
(二)参展者权利
1.参展者可用化名参展(青少年类除外),但报名时需将真实姓名告知组委会。
2.参展者在收到组委会确认其展品参展通知前,可撤回递交的参展申请。
3.组委会为参展者提供一份邮展期间的参观券、一份邮展目录和获奖目录。
4.参展者可参加其他国家(地区)组织的国家级邮展,但必须在参展前向所属省级集邮协会报告,并由省级邮协报全国集邮联展览工作部备案。展览结束后向集邮联提交展览目录、获奖目录、获奖证书等资料(复印件)备案,审核通过后等同国家级邮展成绩。
(三)参展者义务
1.向组委会报告真实姓名。
2.遵守本规则和邮展特别规则。
3.在正式接到组委会确认展品参展通知后,不得无故撤回参展申请。
4.按邮展特别规则的规定缴纳参展费。
5.参展者应按规定时间和要求向征集员交接展品,并提供与参展展品一致的扫描电子文件。
6.参展者须服从评委会评审结果。
(四)参展者罚则
1.参展者收到组委会确认参展通知后无故不到展,两年内不允许参加国家级邮展。期间参加境外国家级邮展的成绩不予认可。
2.凡在参展申请中故意隐瞒真实姓名和展品拥有年限,青少年集邮类参展者虚报出生年月的,将不予评审或撤销该展品的获奖成绩。
3.参展者拒绝接受评审委员会颁发的奖项,三年内不允许参加国家级邮展。期间参加境外国家级邮展的成绩不予认可。
第十条 展品要求
(一)参展者对参展展品拥有所有权。如该展品为他人赠送或购入,须拥有该展品所有权两年以上并经修改后方可参展,此类展品应视为新的展品。
(二)参展展品素材必须符合邮展规则及相应各类别的专用规则和指导要点的要求。
(三)不得展出不适用素材。
(四)展品说明文字为中文简体字。
(五)除一框集邮展品、青少年集邮类展品外,参展展品应为5框。在国家级邮展中获大镀金奖(含)以上奖级的展品,四年内再次参展可展出5-8框,四年后参展必须展出8框。
(六)贴片尺寸、颜色、素材厚度等要求参照国际集邮联合会相关规则,按特别规则的要求执行。
(七)展品应装入护邮袋中展出。
(八)参展者可注明素材珍罕程度,但不应注明价格。如有需要,参展者应向评审委员会提供相关素材的鉴定证明。
第十一条 参展资格
(一)获得省级邮展镀金奖(含)以上奖级的展品,方有资格申请参加国家级邮展。文献类展品及邮展特别规则另有规定的除外。
(二)参展者应向组委会确认的所属省级协会征集员申请参加邮展。组委会不接受个人参展申请。
(三)组委会接受展品参展的决定,由所属省级协会征集员告知参展者。
(四)在国家级邮展中获得三次大金奖的展品,不得继续参加国家级邮展的竞赛性展出,应参加荣誉类展出。
(五)非竞赛展品在接受邀请后须遵守邮展特别规则,严格执行展品交接手续,配合征集员布展,按展出时间完整参展。
(六)征集员送展时需将参展者提交的与参展展品一致的扫描电子文件交全国集邮联展览工作部备案。

第五章 展品征集工作
第十二条 征集员条件
(一)热爱祖国、拥护中国共产党领导、遵守宪法和法律。
(二)品行端正、责任心强、身体健康,年龄一般不超过65周岁。
(三)具备一定的集邮专业知识,并能基本掌握各类别展品的主要特点和区别。
(四)熟悉邮展征集工作流程和相关要求,了解本规则。
第十三条 征集员的产生
(一)国家级邮展设总征集员、副总征集员、征集员。
(二)由全国集邮联或邮展组委会指定总征集员一名、副总征集员若干名。
(三)征集员由省、自治区、直辖市集邮协会和全国行业集邮协会推荐,特殊情况可由全国集邮联邮展委提名推荐。
(四)须经全国集邮联批准确认,方能承担展品征集工作,并由组委会颁发征集员证书。
(五)如征集员不能履行职责时,所属集邮协会应当提出申请予以更换。
(六)原则上每个参展省级集邮协会安排一名征集员,展品超过30框(含)以上时,可每30框向总征集员申请增加一名助理征集员,助理征集员与征集员等同管理。
第十四条 征集员职责
(一)总征集员负责全国展品的组织征集、征集员管理、布展规划等相关工作,负责与组委会、评审委员会协调有关工作。副总征集员协助总征集员工作。
(二)征集员负责完成全国集邮联布置的各项征集工作,按规定准时下发有关文件通知、上报参展材料。
(三)接受本协会展品作者的参展申请,并告知邮展特别规则,解答咨询。
(四)按照邮展特别规则对申报者的姓名、年龄、展品类别和展品以往获奖情况等进行核查,尤其应审核把关展品中不宜展出的素材。
(五)收到组委会确认参展通知后,督促参展者按时准备好参展展品;与参展者办理交接手续,按时将展品送至展览场地。
(六)对参展展品运送过程中的安全承担第一责任,严格履行展品清点、签字交接手续。按照统一的规定进行上框、撤框;如有特殊情况,须提前向总征集员提出申请,批准后方能办理。
(七)向参展者收缴参展费并交付组委会。
(八)在邮展期间,应配合评审委员会对相关展品开框检验,认真记录和转达评审员对展品的点评意见,并有向参观者介绍本协会展品的义务。
(九)展览结束后,按手续向参展者返还展品,将目录、证书、奖牌等转交参展者,并将评审员对展品的点评意见和专家组处理意见(如有)告知参展者。
第十五条 征集员待遇
(一)组委会为征集员提供邮展期间的食宿条件及必要的交通工具。
(二)组委会为征集员提供邮展工作证、一份邮展目录和获奖目录、征集员证书及奖牌。
(三)参加开幕式、讲座等主题活动的资格。
第十六条 征集员的监督
组委会、所属集邮协会和参展者均有权对征集员的工作进行监督。对于因主观原因不履行义务的征集员,全国集邮联视情节可做出如下处理:

第六章 展品评审工作
第十七条 评审委员会
(一)国家级邮展设立评审委员会,由评审员、见习评审员和专家组成员组成, 负责竞赛性展品评审工作。评审委员会设主任、副主任、秘书及评审组长。
(二)评审员应具备全国集邮联国家级邮展评审员资格;专家组成员可以不具有国家级评审员资格,但应具有公认的邮品鉴定特长。
(三)为培养国家级评审员,通常每个评审小组可配不超过2名见习评审员。申请见习评审员的条件之一是具有国家级邮展镀金奖以上成绩或从事集邮工作超过10年。
(四)根据需要,评审委员会可聘请顾问。
(五)评审委员会成员人数,通常遵循每40展框配备一名评审员,同时还应考虑评审类别等特殊要求。
第十八条 评审委员会成员的聘任程序
(一)在邮展开幕前两个月,由全国集邮联邮展委主任会议根据邮展的规模和类别,提出评审委员会主任、副主任及成员名单,报全国集邮联审核聘任。
(二)邮展委员会主任会议根据审定的评审委员会成员名单和展品的类别及数量,确定评审小组分组及各评审小组组长。
(三)邮展开幕前,组委会适时公布评审委员会成员名单。
第十九条 担任评审委员会主任、秘书、评审组长、专家组组长的职责和担任条件
(一)评审委员会主任
1.主要负责:邮展评审委员会的评审管理工作,主持评审委员会会议;处理评审过程中的问题;考核见习评审员;颁发评审员证书;签署评审报告。
2.担任条件:熟悉全国集邮联集邮展览规则及FIP展览总规则、评审总规则、各类别展品评审专用规则和指导要点;有较强的组织管理和协调能力,能够主持评审委员会独立完成评审工作;在国家级邮展中担任过三次以上评审组长。
(二)秘书
1.主要负责:核查展品是否符合类别和框数要求;拟定评审工作计划;落实评审资料和相应设备;协助评审委员会主任组织评审委员会会议、管理评审团队;展品目录、获奖目录的编辑和审核;与评审各小组、专家组和征集员沟通工作;起草评审报告;评审结束时,将成绩表、专家组处理意见、见习评审考核表等所有文件资料移交全国集邮联展览工作部。
2.担任条件:熟悉全国集邮联集邮展览规则和所有规定,熟悉FIP展览总规则、评审总规则、各类别展品评审专用规则和指导要点;有较强的组织管理能力,善于沟通协调;在国家级邮展中担任过三次以上正式评审工作。
3.见习秘书:由全国集邮联邮展委在符合担任秘书条件的评审员中选拔,在指定的国家级邮展中担任见习秘书。通过见习后,第一次只能在专项性国展或主题性国展中担任秘书。
(三)评审组长
1.主要负责:按照评审进度要求,完成小组所有展品的评审;评审期间小组评审员管理,确保团队所有成员都参与评审工作;本小组见习评审员的评审培训和独立打分考评;签署小组所有展品的评分成绩表。
2.担任条件:熟悉全国集邮联集邮展览规则,熟悉FIP展览总规则、评审总规则和所担任评审类别的专用规则和指导要点;具有较高的评审水平和较强的团队管理能力,能够主持一个小组独立完成评审工作;参加过三次以上国家级邮展正式评审工作。
3.见习评审组长:由全国集邮联邮展委在符合担任评审组长条件的评审员中选拔,在指定的国家级邮展中担任见习评审组长。通过见习后,第一次只能在专项性国展或主题性国展中担任评审组长。
(四)专家组组长
1.主要负责:按照邮展评审进度和本规则专家组职责,完成专家组工作;评审期间专家组成员管理;与评审秘书配合,处理各评审小组提交的需要开框检查的申请;向评审委员会报告专家组结论,供决定相关展品成绩参考;签署专家组报告。
2.担任条件:熟悉全国集邮联集邮展览规则和FIP展览各相关规则;具有团队管理能力,熟悉专家组工作要求;有丰富的邮识和较强的邮品鉴别能力;参加过两次以上国家级邮展正式评审工作和一次专家组工作。
3.见习专家组长:由全国集邮联邮展委在符合担任专家组组长条件的评审员中选拔,在指定的国家级邮展中担任见习专家组组长。通过见习后,第一次只能在专项性国展或主题性国展中担任专家组组长。
第二十条 评审委员会职责和工作程序
(一)评审委员会于邮展报到之日开始工作。评审委员会主任可先召开副主任、各评审组组长、专家组组长和秘书参加的预备会议,之后召开第一次全体评审员会议,布置评审工作。
(二)评审员巡视展品,开展评审工作。
(三)在第二次全体评审员会议上,各评审小组须通报本小组评审进展和打分情况。
(四)在第三次全体评审员会议上,在其他小组无异议的情况下,各评审小组可确认本组大镀金奖(含)以下成绩。评审员对其他小组的评审成绩有异议时,应在全体评审员会议上提出,大镀金奖(含)以下的由负责评审的小组进行解答和处理,金奖(含)以上的由评审委员会主任组织特别小组进行审核处理。
(五)评审委员会主任召开副主任、各评审小组组长、专家组组长和秘书参加的特别会议,评审并确认各小组金奖(含)以上奖项成绩,审核有争议的展品成绩,确定获得特别奖及祝贺的展品名单。
(六)凡涉及展品变更名称、调整类别、开框检验和调整成绩等,均需各小组组长填写申请表,签字后提交秘书。
(七)评审委员会有权依照规则调整展品的类别,有权对已上框但不符合规定的展品进行处置。
(八)各小组组长应将本组最终确认的成绩表每页签字后提交秘书。如小组有见习评审员,小组长需在见习评审员考评表上签署意见,提交评审委员会主任。
(九)评审委员会确定的成绩为终审结果。
(十)评审委员会负责提交评审报告,以及专家组报告。
(十一)邮展成绩公布后,评审委员会应组织评审员、见习评审员向展品作者或征集员点评展品。
(十二)邮展结束之后,评审委员会应负责整理邮展工作全部资料,并交全国集邮联展览工作部存档。
第二十一条 专家组职责
(一)专家组应对全场展品进行巡视并至少检查10%的展品,对获得金奖及以上的展品进行重点核查。对于评审小组提出的有疑义的展品,专家组也应逐一检查。专家组应向评审委员会主任提交完整的工作报告。
(二)专家组有权要求从展框中取出素材进行检查,负责相关展品的征集员须在场配合。
(三)如发现展品含有伪品、变造品、修补品、标示错误的邮品等素材,专家组应如实上报评审委员会并提出处理意见,由评审委员会讨论决定该展品是否应被扣分、降级或不予评审。
(四)专家组确认的包括伪品、变造品等不宜再次展出的素材应进行复印扫描,档案留存全国集邮联展览工作部。对于要求参展者再次展出时须提供鉴定证书的邮品,应复印扫描留档,以便于后续展出时进行核对。
第二十二条 评分项目和标准
(一)评分项目和标准参照国际集邮联合会竞赛性集邮展品评审规则的评分项目和标准,包括:
1. 展品处理(20分)和集邮重要性(10分);
2. 集邮及相关知识、个人学习与研究(35分);
3. 品相(10分)和珍罕性(20分);
4. 展品外观(5分)。
(二)专题类、青少年类、集邮文献类、现代集邮、开放集邮、一框集邮展品的评分项目和标准,参见国际集邮联合会相关类别的评审专用规则与指导要点。
(三)试验集邮类展品评分项目和标准,按全国集邮联相关规则或邮展特别规则执行。
第二十三条 评审委员会的工作纪律
(一)评审委员会成员要对评审过程始终进行保密,不得提前泄露评审结果。
(二)评审期间需遵守八项评审纪律:
1.不准接受展品作者的馈赠;
2.不准参加展品作者的宴请;
3.不准评审本人参与编组(编写)的展品;
4.不准评审直系亲属的展品;
5.不准为展品奖级游说;
6.不准泄露评审机密;
7.不准前往销售区购买邮品;
8.不准迟到、早退和擅离评审岗位。
(三)严重违反以上规定的,应立即终止该评审员工作并停止两年的评审资格。
第二十四条 评审委员会的工作条件和待遇
(一)可按规定标准报销评审委员会成员(见习评审员除外)国内居住地至邮展举办地的往返交通费,提供邮展期间的食宿及必要的交通工具。
(二)保证出入展场的必要条件,提供独立的办公场所,配备必要的办公设备和评审用品。
(三)工作证件,两份邮展目录、获奖目录,评审员证书及奖牌。
(四)参加开幕式、讲座等主题活动的资格。

第七章 禁止展出素材的处理
第二十五条 做好展品审核把关,确保邮展的正确导向
(一)禁止展出素材内容以全国集邮联相关规定为准。
(二)对禁止展出素材的处理:
1.征集员应提前进行审查,禁止展出的素材一律不予接收。
2.布展完成后组织相关人员巡场,视情况将禁止展出素材所在贴片撤下或遮盖处理,问题严重的展品应撤下并取消参展资格。
3.对出现无法明确界定或有争议的素材,及时报告或请示相关部门批示。
4.严格保密纪律,研究处理上述问题的相关信息应按要求进行讨论及传递,不得随意对外公布或传播。
第八章 附则
第二十六条 本规则的解释权归全国集邮联邮展委员会。
第二十七条 各省、自治区、直辖市集邮协会和全国行业集邮协会可参照本规则制定省级邮展的规则执行。
第二十八条 本规则2026年修订版施行前的展品成绩,不因本规则的修订而自动调整。
第二十九条 本规则经2026年4月14日全国集邮联第九届理事会第3次会长办公会审议通过并实施。
