中华全国集邮联合会参加国际性集邮展览展品征集管理办法(2026年修订)

为做好中华全国集邮联合会(以下简称全国集邮联)参加国际性集邮展览展品征集工作,规范展品报名、推荐、审定及报送工作流程,特制定本办法。
一、参加国际性集邮展览的种类
本办法所指国际性集邮展览,为国际性竞赛性集邮展览,主要包括:
1.世界邮展
2.国际邮展
3.多国(地区)共同举办的邮展
4.一国(地区)举办邀请其他国家(地区)参加的邮展
二、报名推荐
1.各省、自治区、直辖市集邮协会和全国行业集邮协会(以下简称省级邮协)收到全国集邮联下发的相关参展通知后,负责向全国集邮联展览工作部(以下简称集邮联展览部)推荐本协会参加国际性集邮展览展品。集邮联展览部不接受个人直接报名。
2.报名条件:参加竞赛性展览的展品,应在国家级邮展中获得过镀金奖及以上奖级(青少年展品为大银奖及以上奖级;文献展品对曾获奖项不作要求,但需符合FIP规定的出版时限,且以学术研究性文献为主)。在保证展品质量的前提下,应注重选拔新人新作(新人是指从未参加过国际性集邮展览的展品作者,新作是指从未参加过国际邮展的展品)。
3.展品的中英文名称、类别、框数、作者姓名(青少年应注明出生年月日)、性别、曾获奖级(注明展览名称)、展品简介与计划页(文献的目录页)扫描电子文件等,应一并报送。
三、推荐原则
1.展览部负责汇总和审核各省级邮协展品报名信息,并提交邮展委主任会议遴选推荐。
2.邮展委主任会议负责遴选推荐参展展品。推荐原则:
①保证质量为前提,有望获得高奖或有发展潜力的展品。
②中国题材的优秀展品。
③一定比例的新人新作和青少年展品。
④均衡邮展类别和地域展品数量。
3.推荐展品报经全国集邮联批准后,由展览部向国际性集邮展览组委会申报。
四、确认参展
1.全国集邮联收到国际性集邮展览组委会确认展品通知后,书面通知省级邮协,省级邮协应协助参展者做好参展准备工作。
2.参展者应向集邮联展览部提供展品彩色扫描件电子版。
3.展品中相关素材的鉴定证书,应附于贴片背面。
4.参展者应按规定缴纳参展费。
5.省级邮协应在规定时间将参展展品及参展费送交集邮联展览部。
五、其他
1.邮展结束后,集邮联展览部通知省级邮协将展品取回返还参展者,并将目录、证书、奖牌等转交参展者。
2.送交展品、取回展品必须严格履行相关交接手续。
3.确定入选国际性集邮展览的展品,除特殊情况外,不得缺席展览。否则,将视情况对缺席参展者及相关省级邮协进行处罚,取消其两年内参加国际性集邮展览的资格。
本办法经2026年4月14日全国集邮联第九届理事会第3次会长办公会审议通过并实施。

Procedures for the Collection of Exhibits for International Philatelic Exhibitions by the All-China Philatelic Federation

In order to facilitate the collection of exhibits for international philatelic exhibitions by the All-China Philatelic Federation (hereinafter referred to as the "ACPF"), and to standardize the workflows for exhibit registration, recommendation, evaluation, and submission, these procedures are hereby formulated.

I. Types of International Philatelic Exhibitions

The international philatelic exhibitions referred to in these procedures are international competitive philatelic exhibitions, mainly including:

World Stamp Exhibitions
International Stamp Exhibitions
Stamp Exhibitions jointly organized by multiple countries (regions)
Stamp Exhibitions organized by a single country (region) inviting other countries (regions) to participate
II. Registration and Recommendation

Upon receiving the relevant exhibition notice from the ACPF, the provincial, autonomous region, and municipal philatelic associations, as well as national industry philatelic associations (hereinafter referred to as "provincial-level philatelic associations"), are responsible for recommending exhibits for international philatelic exhibitions to the Exhibition Work Department of the ACPF (hereinafter referred to as the "ACPF Exhibition Department"). The ACPF Exhibition Department does not accept direct individual registrations.
Registration Requirements: Exhibits participating in competitive exhibitions must have achieved at least a Large Vermeil Medal or higher at a national-level stamp exhibition (Youth exhibits require at least a Large Silver Medal or higher; literature exhibits have no specific award requirement but must comply with FIP publication deadline regulations and should primarily consist of academic research literature). While ensuring exhibit quality, emphasis should be placed on selecting new exhibitors and new works ("new exhibitors" refers to exhibit authors who have never participated in an international philatelic exhibition; "new works" refers to exhibits that have never been shown at an international philatelic exhibition).
The following materials shall be submitted together: the exhibit's Chinese and English names, category, number of frames, author's name (date of birth is required for youth exhibitors), gender, previous award level (including exhibition name), a brief introduction to the exhibit, a scanned electronic copy of the plan pages (or table of contents page for literature exhibits).
III. Recommendation Principles

The ACPF Exhibition Department is responsible for compiling and verifying the registration information submitted by the provincial-level philatelic associations, and submitting it to the meeting of the Directors of the Philatelic Exhibition Committee for selection and recommendation.
The meeting of the Directors of the Philatelic Exhibition Committee is responsible for selecting and recommending exhibits for participation. The recommendation principles are:

① Exhibits that ensure quality as the prerequisite, with potential to win high awards or show promising development potential.
② Outstanding exhibits on Chinese themes.
③ A certain proportion of new exhibitors, new works, and youth exhibits.
④ A balance between exhibition categories and geographic distribution of exhibits.
After the recommended exhibits are approved by the ACPF, the ACPF Exhibition Department will submit the application to the organizing committee of the international philatelic exhibition.
IV. Confirmation of Participation

After receiving the notification of exhibit confirmation from the organizing committee of the international philatelic exhibition, the ACPF will notify the relevant provincial-level philatelic association in writing. The provincial-level philatelic association shall assist the exhibitor in making preparations for participation.
Exhibitors shall provide a color scanned electronic copy of their exhibit to the ACPF Exhibition Department.
Any certificates of authenticity for relevant materials in the exhibit shall be attached to the back of the respective exhibit pages.
Exhibitors shall pay the required participation fee.
The provincial-level philatelic association shall submit the exhibit and the participation fee to the ACPF Exhibition Department within the specified timeframe.
V. Miscellaneous

After the conclusion of the exhibition, the ACPF Exhibition Department will notify the provincial-level philatelic association to retrieve the exhibits and return them to the exhibitor, and will forward the exhibition catalog, certificate, medal, etc., to the exhibitor.
The submission and retrieval of exhibits must strictly follow the relevant handover procedures.
Once an exhibit has been selected for participation in an international philatelic exhibition, the exhibitor may not withdraw from the exhibition except under special circumstances. Failure to participate will result in penalties against the absent exhibitor and the relevant provincial-level philatelic association, including disqualification from participating in international philatelic exhibitions for two years, to be determined on a case-by-case basis.
These procedures were reviewed and approved at the 3rd President's Office Meeting of the 9th Council of the ACPF on April 14, 2026, and came into effect on the same date.
